Position Description

The Anoka County Elections Assessors Department within the Property Records and Taxation Division's mission is to embrace innovation to provide exceptional property tax, land records, vital records, and election services. The department has an immediate opening for an Appraiser Manager who will perform various duties. Some of the critical responsibilities of this position include managing a team responsible for producing fair and equitable assessments for Anoka County. The Appraisers Manager is responsible for ensuring appraisers classify and value all real estate and taxable personal property within Anoka County.

This is a full-time, exempt, on-siteposition.

Pay & Benefits

  • 2024 Anoka County Salary Schedule Grade 38. $92,601 to $129,604 ($44.52 to $62.31 per hour).

Work Location

  • This position will work at Anoka County Government Center, located at 2100 3rd Ave. Anoka, MN 55303.
  • Expected work hours are Monday - Friday 8:00 a.m. - 4:30 p.m. with possibility of Flexible Scheduling from 7:00 a.m. to 5:3 p.m. upon completion of probationary period.

Job Duties and Responsibilities
These examples are not all inclusive and are intended to be illustrative of primary responsibilities of an Anoka County Manager, Appraisers.

  • Manage the appraisal of commercial, industrial, and multi-family properties to ensure a fair and equitable assessment can be produced.
  • Monitor performance of inspections completed by Senior Appraisers and provide corrective guidance to ensure equalization is being enhanced
  • Manage the physical inspection of all property in contracted assessment districts to determine any changes from prior assessment.
  • Monitor and review physical data collected in contracted assessment districts and compare to that of locally assessed districts to ensure equalization is being achieved.
  • Notify peers of any identified equalization issues and work to prepare corrective action plans to be approved by the County Assessor.
  • Ensure proper communication to property owners relating to assessment law, procedures of valuation, homesteading and classification.
  • Ensure proper communication to local assessment staff responsible for appraising commercial, industrial, and multi-family property to ensure future policy changes are applied in a consistent and equitable manner.
  • Handle appeals for Local and County Board of Appeal and Equalization (BOE). Negotiate and prepare for tax court. Testify concerning all areas of property assessment.
  • Review appraisals to ensure accuracy and compliance with regulations. Ensure appraisal documentation and appraiser certification are in compliance with all regulations.
  • Inform appraisers of real estate trends impacting commercial, industrial, and multi-family property
  • Provide leadership, coaching, and/or mentoring to a subordinate group.

Qualifications and Requirements:

Minimum Knowledge, Skills, and Abilities Needed

  • Requires a bachelor's degree and at least 5 years of job-related experience
  • AMA Required, with ability to obtain SAMA within 24 months of hire
  • In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis
  • Successfully pass driver's license background check

Preferred Knowledge, Skills, and Abilities Needed

  • Degree in Business, Mathematics, Public Administration, Real Estate or Statistics
  • Previous leadership experience
  • Possess or able to obtain within twenty-four months of hire a Certified General Real Property Appraiser License
  • Strong verbal and written communication skills

Physical Demands and Work Conditions

  • Standard office environment, and various county work sites both indoor and outdoor, including unfinished structures, construction areas, rough terrain, and changing weather conditions depending on assignment
  • Work activities may require contact with uncooperative, angry, and sometimes hostile clients depending on assignment
  • Vision abilities required by this job include close vision, distance vision, and the ability to adjust focus, such as to work on computers. Ability to see colors, shades, and brightness
  • Hearing abilities required for general and phone communication, signals, and machine sounds
  • Ability to detect, discern, and tolerate a wide range of scents required for safety and performance of essential duties
  • Cognitive abilities required include problem solving, prioritization of tasks, short- and long-term memory, interpreting and understanding written documents, and general mathematical skills
  • Assignments require several hours of varied physical activity in addition to viewing a computer screen, sitting at a desk, or walking/standing
  • Physical activity may include repeated bending, stooping, reaching, twisting, walking on sloped or uneven terrain, and handling/carrying equipment
  • Regular lifting of 0-25 lbs., occasional lifting of up to 75 lbs.
  • Equipment used includes computers, phones, and standard office equipment in addition to various inspection and surveying equipment depending on assignment
  • Inspection and surveying equipment may include but is not limited to digital camera, tape measure, hammer, chisels, boom truck and other machinery, electronic drafting equipment, material testing equipment, power and hand tools, and personal protective equipment
  • Travel between work sites may require driving a county vehicle and/or a personal vehicle
