The HR Staffing Technician plays a critical role in the administration of human resources services for Dakota County. This position will support the generalist team with the new hire onboarding and staffing processing.

Minimum Qualifications

* Associate degree in Human Resources Management, Business Administration or related field
* Two years' experience working in the relevant human resources area of assigned responsibility
* Or an equivalent combination of education and experience.

PREFERRED QUALIFICATIONS BEYOND MINIMUM REQUIRED:
* Bachelor's degree in Human Resource Management, Business Administration or related field
* One or more years of human resource experience in area of assigned responsibility.

Duties & Responsibilities

Staffing Administration

  1. Provide human resource support to HR Generalist staff including the following:
  2. Prepare and send new hire offer letters.
  3. Coordinate and track progress on all new hire pre-employment background checks, drug & alcohol testing and medical screening.
  4. Process new hire paperwork and confirm new employee eligibility to work in the United States using E-Verify
  5. Assess and apply Veteran's Preference points to qualifying applicants.
  6. Enter new hires and employee changes in HR/payroll system.
  7. Respond to employee and stakeholder questions regarding areas of responsibility.
  8. File paperwork in electronic personnel files, enter data in HR/payroll system and job application system, verify accuracy of invoices from vendors.
  9. Monitor email job box and respond to routine questions from job applicants and employees by phone or email.
  10. Post job announcements in various recruitment websites and social media.
  11. Process weekly promotions, demotions, and status changes.
  12. Work with county HR, IT, and Finance Stage on HRIS HCM module updates and testing.
  13. Partner with new employees and hiring managers on new employee onboarding.
  14. Effectively work in the applicant tracking system (NEOGOV) and HRIS system (Oracle Fusion).
  15. Ensure compliance with applicable HIPPA, state, federal, and County policy and procedures.
  16. Adhere to confidentiality, sensitive information, protected information and high priority documents.
  17. Other duties as assigned.
Common duties for all ER Technician positions
  1. Ensure compliance with applicable HIPPA, state, federal, and County policy and procedures
  2. Ability to interact daily with employees by addressing questions in various HR areas.
  3. Effectively troubleshoot questions or problems with outside vendors, ER appropriate staff, supervisors, employee or employee family members if necessary.
  4. Provide accurate reporting for audit and compliance purposes when required. Adhere to confidentiality, sensitive information, protected information and high priority documents
  5. Provide back-up coverage for HR reception services.
  6. Provide general administrative support as assigned.
  7. Working knowledge of applicable Employee Relations plans and services with various vendors.
  8. Accurately communicate plans and services to new and existing employees.
  9. Provide employment verification.
  10. Create, manage and maintain new hire education packet
  11. Attend trainings/meeting as needed to perform required job duties.
  12. Other duties as assigned.

* Demonstrated knowledge and experience in human resource administration.
* Demonstrated ability to work independent.

* Comprehensive knowledge and advanced skills in Microsoft Office programs and other HR software systems.
* Clear knowledge and experience with human resource plans and services.
* Clear understanding of County policy, state and federal laws as well as knowledge of County structure and environment.
* Ability to interpret, explain and apply laws, policies, procedures and requirements as applicable to the circumstance.
* Ability to demonstrate good judgment and work well with a wide range of individuals throughout the organization.
* Ability to maintain complex database systems including confidentiality of sensitive HR materials.
* Ability to work efficiently and effectively and work on a variety of tasks and projects at one-time.
* Ability to establish and maintain a positive and cooperative working relationships with County and department staff.
* Excellent oral and written communication skills and the ability to deliver messages and communications professionally and positively.
* Ability to present a professional and positive image at all times.
* Ability to organize work tasks and use time effectively.

WORK ENVIRONMENT: Work is primarily stationary; it is usually accomplished while incumbent is comfortably seated at a desk or table. Work is typically performed in an adequately lighted and climate controlled office. There is some travel to meetings and conferences away from the regular place of work. Items transported typically include light objects such as briefcases, notebooks, work papers, and data printouts.
