Job Description

The Information Technology Division of the State Court Administrator’s Office is seeking a professional level systems analyst to perform business and systems analysis to support the business needs of the Minnesota Judicial Branch through information technology projects.

 

The analysis includes creating, maintaining and enhancing system to system data exchanges between the Minnesota Judicial Branch and the courts business partners. These exchanges are accomplished through the use of XML, middleware and Web Services. Work includes the analysis and documentation of existing business or application processes and design of new ones. The work of this position involves analysis of requirements, business practices and procedures as well as problem identification and resolution, and assisting in the design and testing of current and new integration solutions.

 

RESPONSIBILITIES:

    • Identify, analyze and document business requirements of the Minnesota Judicial Branch and their business partners, using appropriate methodologies. Develop process models, data flow diagrams and use cases as tools to capture process and requirements.
    • Develop documentation to support analysis including data requirements, application triggers, timing needs, rules and edits.
    • Analyze behavior of technical systems in order to determine design and input/output for data integrations.
    • Complete technical specifications and provide input to XML schema design
    • Interface, communicate and facilitate with business users and non-court partners in support of data sharing efforts.
    • Identify research and perform analysis, problem solving and investigation for issues identified with data exchanges, data, and processes.
    • Design and implement test procedures and test plans.
    • As needed, provide project management for integration projects

QUALIFICATIONS:

    • Possession of a Bachelor’s degree in computer sciences, management information systems or related field.
    • Minimum of 5 years significant experience in analysis. Experience with XML tools and technology and integration messaging preferred.
    • Work experience related to courts and/or criminal justice a plus.
    • Successful candidate will be subject to a criminal background check.

    • Ability to communicate effectively both orally and in writing and to translate technical terminology into terms understandable to non-technical employees.
    • Strong interpersonal skills with emphasis on customer service, decision making, conflict management, and teamwork.
    • Ability to plan, organize, and perform work within deadlines and minimal supervision.
    • Possession of a broad understanding of technology.
    • Ability to adapt quickly to change.

     

    SALARY RANGE & BENEFITS: $23.28 - 36.08 ($48,609 - $75,773 annually). Starting salary depending upon qualifications. Excellent State of MN benefits package.
