Position Description

The Minnesota Judicial Branch is pleased to announce an opening in our Human Resources Division. We are seeking a highly experienced, senior manager to lead the Minnesota Judicial Branch's statewide labor/employee relations program and to serve as Chief Negotiator for the Minnesota Judicial Branch. This position is responsible for collective bargaining contract negotiation and administration, policy development and implementation, supervision of staff, and development and delivery of training programs. This position reports to the Director of Human Resources and works closely with State Court Administration and HR colleagues in ten judicial districts on project teams and statewide initiatives. 
 
The successful candidate should be a highly motivated self-starter and comfortable working in a fast-paced, team-focused environment.  The ability to collaborate, demonstrate initiative, and a contributing member of an energetic HR team is essential. The successful candidate should also possess a proven track record of labor relations experience in a collaborative environment, as well as, excellent communication skills.  Ability to manage multiple priorities and provide leadership and direction to direct reports is essential.
 Example of Duties:
Manage the labor relations function for the Minnesota Judicial Branch. Serve as Chief Contract Negotiator for three MJB contracts: TEAMSTERS-CAT, AFSCME-CAT, and TEAMSTERS Court Reporters. Administer labor agreements and develop guidelines and procedures for discipline, grievances, investigations, and hearings. Foster communication and collaboration with union representatives.

Advise and coach administrators, judges, managers, supervisors, HR representatives, and staff on labor/employee relations issues. Creatively resolve problems and propose strategies to accomplish strategic initiatives and foster cooperative labor/employee relations.

Develop and manage organization-wide employee relations program, including policies and procedures in areas such as performance management, conflict resolution, respectful workplace and other areas as assigned.

Supervise labor/employee relations function within judicial branch HR office, including hiring, training, coaching, mentoring and directing the work of staff.

Develop and implement labor/employee relations training programs which will improve skills in creating and maintaining a positive work environment so that the courts continue to be able to attract and retain high quality employees.

Keep up-to-date on federal, state and local labor/employee relations laws and regulations in order to ensure compliance.

In conjunction with the Legal Counsel Division, conduct investigations into complaints relating to EEO and ADA (employment).

Develop, implement and maintain effective communication strategies with managers and employees on labor/employee relations areas.
 Typical Qualifications:


Bachelor's degree in Industrial Relations, Human Resources Management or related field. Master’s degree or JD preferred.

Minimum 7 years labor/employee relations experience, including at least 5 years labor/employee relations program management experience. Experience as chief or lead negotiator preferred.
 
Public sector labor relations in a collaborative setting preferred.
 
Familiarity with court operations and structure a plus.

Thorough knowledge of personnel management principles.

Thorough knowledge of state and federal laws, rules and regulations in related areas.

Considerable knowledge in application of labor/employment law in union and non-union environments, including public sector labor law (PELRA).

Ability to develop and conduct trainings and deliver effective presentations.

Ability to negotiate solutions.

Ability to objectively investigate and report on issues and problems.

Strong supervisory skills.

Effective organizational and planning skills.

Strong conflict resolution skills.

Ability to work in and facilitate a team environment to achieve desired results.

A high degree of energy and initiative.

Ability to develop creative solutions to complex problems.

Work is essentially sedentary with occasional walking, standing, bending, and carrying items less than 25 pounds such as papers and files.

Some in-state travel to court locations is required.




 
 Supplemental Information:
SALARY RANGE & BENEFITS: $31.67 - $49.06/per hour ($66,127 - $102,437 annually). Excellent State of MN benefits package. For benefit information visit www.mmb.state.mn.us.
